LGBTIQ+ Missing project

Missing Children Europe, together with IGLYO (The International LGBTQI Youth & Student Organisation) and the University of Portsmouth have joined forces to collaborate on a 2-year project that will study the views and lived experiences of LGBTIQ+ young people (between 18 and 24 years old) who went missing as children (before they turned 18 years old).

An episode of “going missing” can be seen as a signal of underlying issues, just as much as it can be the start of marginalisation and exclusion which can have a tremendous impact on an LGBTIQ+ child or young person. Unfortunately, there is a dearth of research in Europe on the relationship between being LGBTIQ+ and being “missing”.

Against this backdrop, the project addresses intersectional discrimination and inequality experienced on the grounds of sexual orientation, gender identity, gender expression and sex characteristics to foster prevention and support for LGBTIQ+ children and young people.  The project will also inform appropriate service providers on how to deliver adequate responses.

Nature of services requested

The external evaluator will be responsible for completing a mid-term evaluation of the project through desk research and communication with the project stakeholders. The report should clearly present an evaluation of the project’s progress and impact so far, and present recommendations for improvement or adaptations that can inform project management for the second half of the project.

Following the development of the mid-term report, the evaluator will be required to present their findings at the third Consortium meeting (online) on 31st March 2025.

The external evaluator will also be responsible for completing a final evaluation of the project in early 2026.

 

Type of expertise required

  • Proven experience in child rights and child-led project evaluations.
  • Previous experience on EU projects.
  • Solid knowledge and skills in qualitative methodologies.
  • Fluent English and excellent writing skills.
  • Experience and knowledge of LGBTIQ+ youth led initiatives and projects is strongly desirable.

Assessment and selection for the call

The external evaluator will be selected on the basis of their experience for the assignment and through a comparison of capabilities among those expressing interest in the call. Capability will be judged on the basis of qualifications, skills, experience, and knowledge on the relevant topic. The assessment of the candidates will also include a combined evaluation of the technical offer with the financial offer to ensure quality and best value.

Given that the external evaluator will have direct contact with the project’s Youth Board, the selected candidate may also be requested to present a recent DBS certificate.

Interested candidates should submit:

  • A technical offer which includes a clear understanding of the tasks to complete and the thematic area of the project at hand. The technical offer must also propose the methodology for the evaluation of the project, a timetable to complete the work, and a detailed budget.
  • An up-to-date curriculum presenting relevant past experiences.
  • Technical sample of past work relevant to this call.
  • Contact details for 2 recent references.
