About Missing Children Europe

Missing Children Europe is the European federation for missing and sexually exploited children, representing 31 organisations from 27 European countries.

Every two minutes, a child is reported missing in the EU. The cause as well as the effect of the disappearance of a child includes many different situations of violence, exploitation and abuse. Missing Children Europe’s mission is to prevent, support and protect children from any situation of harm, abuse or neglect that may lead to or result from them going missing. Missing Children Europe’s vision is that all children should be able to rely on an effective and holistic system of child protection, where all measures are taken to empower them as individual rights holders. The work of Missing Children Europe is based on the UN Convention on the Rights of the Child and other international norms and standards.

Missing Children Europe’s activities are structured around 3 strategically defined thematic programmes – focusing on children who run away from home or care, children missing in migration and children who are victims of parental abductions – and one cross-cutting programme on cross-border services for missing children. These programmes are designed to understand root causes and consequences, raise public awareness, enable frontline intervention, advocate rights based policies and laws, and finally, measure their impact.

Missing Children Europe is looking to recruit a new Secretary General to lead the day-to-day management of the organisation, reporting to the Board of Directors, and working closely with the President of the organisation.

Role of the Secretary General

The role of the Secretary General consists of the general management of the organisation, with both inwards and outwards facing responsibilities towards member organisations, the Board of Directors, staff, volunteers, partners, policy makers, donors, press and VIP members of the organisation’s Patrons’ Council.

The Secretary General oversees the efficient and effective delivery of the Federation’s strategic plan, including the following specific responsibilities:

- Strategic planning and implementation: Under guidance of the Board of Directors and with the support of the staff, initiating and supervising strategic, policy, fundraising and governance actions, annual work programmes and strategic programmes as well as ensuring their concrete implementation.

- Corporate management coordination: Ensuring efficient corporate governance, involving the membership, working closely with the Board of Directors, advising and supporting the President and the Patrons’ Council in their respective roles.

- Ensuring effective personnel and efficient financial management: Day to day management of Missing Children Europe, overseeing the budget, programmes and core functions of the General Secretariat and managing a team of 9 staff members.

- External representation: Representing the organisation and leading its external relations to promote Missing Children Europe and sustain its mission on a daily basis.

Profile, skills, background of the candidate:

- Overall hands-on mentality and strong problem-solving skills: capability to find and lead implementation of creative solutions to drive the organisation, working on a tight budget in fast-moving and volatile context;

- Demonstration of a keen interest and a good understanding of the human rights and children’s rights / child protection agenda;

- Ability to understand and adjust to specific context, structure, culture and dynamics of a particular organisation;

- Strong advocacy skills with experience in understanding of decision-making processes of main European Institutions;

- Experience in managing a small, agile and passionate team of dedicated professionals, ability to communicate openly and transparently, and inspire/motivate the team;

- Understanding of membership networks or ability to drive consensus in a large group of organisations and partners with very different backgrounds;

- Strong communicator in English, including the ability to draft articles, briefings, op-eds and use social media platforms to support organisational messaging, and to give speeches and presentations at high level meetings and other events where the organisation is represented- additional European languages advantageous;

- Ability to build relationships with donors, EU officials, decision makers, pro-bono partners, volunteers, and to represent the organisation vis-à-vis media and at various high level professional fora;

- Experience in fundraising, ideally with experience in managing EU funded projects and activities.
